Cave Troop I: Requires building the Pro Rally Center and is unlocked by unlocking the Crystal Mine function.
Cave Troop II: Requires building the Rally Center I and is unlocked by unlocking the Crystal Mine function.
Cave Troop III: Requires building the Rally Center II and is unlocked by reaching Queen level 25.
Cave Troop IV: Requires building the Rally Center III and is unlocked by activating the Amp System.

I have the same problem and don’t understand the resolution. Is there anything additional that needs to be unlocked even when the troops I and II appear available?
